Eman Rafay Human Development Architect

Eman is an advocate of social innovation for development, specializing in education, employment, and gender. She is currently engaged with teams delivering pro-growth PPP initiatives to strengthen the Sultanate’s competitiveness, at the Think Tank Unit in the Diwan of Royal Court. Eman has led and supported the establishment of several national initiatives such as: founding the 'Omani Women’ awareness campaign with the Minister of Social Development; co-founding and implementing the National CEO Program at the Diwan of Royal Court; head of PR, establishing the successful launch of the region’s first, the Royal Opera House in Muscat.

Having worked with international charities such as Oxfam & The Centre for Social Justice, in 2017 Eman was selected to represent Oman in UNESCO's' "Education for Sustainable Development” program. As a Global Shaper, she founded “OmanVolunteers,” Oman’s first online volunteer matching platform. Eman holds a Bachelor of Arts (Hons) in Social Policy from the University of York, UK, and has completed executive programs at Lee Kuan Yew School of Public Policy and at Harvard Business School.
